A Water Company Transformation

A leading EU water and wastewater player reimagines its future.

A leading EU water and wastewater company needed to significantly improve its performance relative to its industry peers. It wanted a top-to-bottom rebuilding of its water and wastewater functions, including a 25% cost base reduction and the creation of a retail function in the event of industry deregulation. The company was uncertain that it had sufficient internal capabilities to manage a business transformation of this magnitude and complexity.

The organization called in BCG to help guide it through a transformation program that would identify the important future drivers of competitive success. BCG and the company collaborated on a program that:

  • Established a central program management office (PMO) with a clear governance structure
  • Trained the PMO through BCG's Rigorous Program Management approach 
  • Provided strategic guidance to drive initiative selection, prioritization, and targets 
  • Built a database on current initiatives and identified gaps and overlaps 
  • Redefined and integrated initiatives based on impact and alignment with strategic vision, and defined new initiatives where needed 

The results of the transformation program were significant. The company developed a new structure that united multiple projects into a manageable set of initiatives. Savings and performance improvement potential were clearly identified for each initiative, as were potential issues preventing full implementation.

The PMO has staffed all projects, created clear and actionable roadmaps and project deliverables, and established tracking and monitoring process. As a result, the company built an initiative portfolio with the potential to achieve total OPEX savings of more than £70 million over the following year.
