Delhi’s education reforms, carried out between 2015 and 2020, have generated significant excitement as well as debate in the Indian education ecosystem. In the course of BCG’s education work across the country, we have had several people, from Ministers and bureaucrats to block officials and teachers, ask us: “Tell us about the Delhi Model. What have they done?” This report is an attempt to answer that persistent question! BCG was invited by DCPCR in July 2020 to study and document the Delhi reforms pro-bono to identify key learnings; what worked as well as what did not. This report is our independent and objective analysis of the Delhi reforms. Report 1 contains an overview of the reforms with the theory of change and key learnings while Report 2 is a detailed Intervention Handbook with a step by step guide to each major intervention.
